As Moses recounted the events for the new generation of Israel, it showed how Great God is to them; yet, it is no wonder that Israel can forget God's greatness so easily to revert to their sinful ways. It is the attitude of the heart; they do not really know God intimately to fear Him or walk in His ways like Moses.
Hence, it is just following Moses' instructions about God; there is no personal relationship between Israel and God except for Moses.
10v12 And now O Israel, what does the Lord your God ask of you but to fear the Lord your God , to walk in all his ways, to love him, to serve the Lord your God with all your heart and with all your soul,
and to observe the Lord's commands and decrees that I am giving you today for your own good
The Lord wants a personal and intimate relationship with Israel but they did not attempt it on an individual basis. They did not personalize it.
